Issue Title FERS Employee Sick Leave for Retirement Annuity Computation
Scope FERS employees are not allowed to receive credit for their accrued sick leave in the calculation of their retirement annuity. Personnel hired since 1984 are affected by this policy. Allowing accrued sick leave to be calculated for retirement annuity would enhance morale, increase work force productivity, and encourage the effective use of sick leave.
Issue Recommendation Allow FERS accrued sick leave to be calculated for retirement annuity.

Accomplishments The Nov 02 GOSC declared this issue unattainable because of the absence of Services and OSD support. However, In 2009, 7 years after this issue closed from the HQDA AFAP, the FY10 NDAA authorized Federal workers under the Federal Employees Retirement System (FERS) to count their unused sick leave as creditable service in calculating their retirement annuity. FERS employees retiring before 31 Dec 13 receive 50 percent credit for unused sick leave; after 1 Jan 14 they receive full credit for unused sick leave.
