Issue Title Unique Relocation Expenses Outside the Continental United States
Scope Soldiers assigned OCONUS are immediately confronted with unique expenses. Examples of such expenses include winterizing vehicles in Alaska and purchasing transformers in Europe. While the cost of these items is included in the calculation and payment of Cost of Living Allowance (COLA) over the course of the tour, the Soldier’s expense is up front and normally in a lump sum. This places significant financial burden on the Soldier, especially our junior enlisted Soldiers and their Families.
Issue Recommendation Authorize lump sum distribution of the first six month's COLA upon arrival at OCONUS duty station to cover the cost of unique OCONUS expenses.

Accomplishments Updated June 2010: The June 2010 GOSC determined that this issue is unattainable. Soldiers receive Dislocation Allowance (DLA) to mitigate relocation expenses. To cover unique OCONUS relocation costs, Soldiers can take up to three months advance pay and pay it back interest free over 24 months.
