1997 - Mrs. Elizabeth J. Walters, Fort Belvoir, VA

Mrs. Elizabeth J. Walters, Fort Belvoir Army Community Service (ACS) volunteer, has been awarded the Emma Marie Baird Award for Outstanding Volunteer Service. Mrs. Walters was nominated by the Military District of Washington for her service in many ACS programs at Fort Belvoir. Since 1968 she provided over 10,400 hours of volunteer service. As a pioneer ACS volunteer, Mrs. Walters' innovative ideas were instrumental in developing a strong foundation for ACS programs. Over the years she played a major role in the following areas: hospitality, social service, bus tours, volunteer training, administration, and relocation. Mrs. Walters has served as the ACS Volunteer Supervisor since 1980 and currently serves as the historian and consumer liaison. Mrs. Walters' dedicated leadership inspired many volunteers to commit to a life of service to the Army community. Her tenure has been marked by care and compassion for all soldiers and their family members.
