What is the Noncombatant Evacuation Order (NEO) program?  
The Noncombatant Evacuation Order (NEO) program is the ordered or authorized departure of civilian noncombatants and nonessential military personnel from overseas areas in the event of imminent or actual hostilities, civil disturbances, or natural disaster. The United States Ambassador is the senior authority for the evacuation and determines safe haven locations.
