What is the Homeland Security Advisory System?  
The Homeland Security Advisory System provides color-coded advisories associated with the risk of a terrorist attack. There are five Threat Conditions that are identified by a description and corresponding color. From lowest to highest, the Threat Conditions are: Low = Green; Guarded = Blue; Elevated = Yellow; High = Orange; Severe = Red.
