What is an Overseas Housing Allowance (OHA)?  
An Overseas Housing Allowance (OHA) is a monthly allowance paid to service members assigned to an OCONUS duty station outside the continental U.S. (not including Hawaii and Alaska), who are authorized to live in private housing. The OHA is designed to defray the service member's cost for rent, utilities, and moving in expenses.
