1999 Very Important Patriot Award of Honor

Since 1996 SSG Pepper has volunteered with Family Service of Milwaukee (FSM) in partnership with a Milwaukee radio station to provide Thanksgiving groceries to families in need. SSG Peeper encouraged the participation of other Guardsmen having them work for three weeks at collection points, assist at distribution sites, and deliver food to families who were unable to come to the distribution sites. The number of families fed has grown each year from 1500 in 1996 to 2,400 in 1998 with a goal of 3,500 in 1999. SSG Pepper takes a leadership role in this activity acting as a coordinator and planner. Through his efforts groceries were provided to the Public Schools, churches and day care centers. He utilized volunteers consisting of Guardsmen, elementary and high school students, and FSM staff. The recipient received $200
