1998 – Joseph Barto, Fort McPherson, GA

Mr. Joseph C. Barto was nominated by United States Army Forces Command for his service in many ACS programs at Fort McPherson. Through his knowledge and understanding of military life, this dedicated retiree found many innovative ways of serving the military community by improving the quality of life for hundreds of soldiers and their families. Since 1985 Mr. Barto contributed over 7,000 hours of volunteer service in his position as the Volunteer Supervisor. He recruits, trains, schedules, supervises and recognizes ACS volunteers. Through his contacts in the military and civilian communities, he developed innovative partnerships with many organizations resulting in increased volunteers at ACS.

In 1986 Mr. Barto implemented the Holiday Food Basket Program enhancing the holiday celebrations of many military families. Because of problems with the expiration of dates on foodstuffs and determining preferences of individuals, he replaced the Holiday Baskets with the first Holiday Voucher Program. Equally successful was Mr. Barto's effort to raise sufficient funds to support the voucher program.

During Operation Desert Storm, Mr. Barto served on the Family support Executive Board, organized volunteers, planned volunteer training for mass casualty situations, and briefed family support groups. A common thread, a genuine concern for the well being of others, characterizes Mr. Barto’s countless hours of volunteerism in the Fort McPherson military community.

In addition to his varied responsibilities as a volunteer at Fort McPherson, Mr. Barto serves as the State President and Legislative Counsel of the Georgia Retired Officers Association the past President of the Georgia Federal/Military Retiree Coalition. He also has significant positions with the State American Association of Retired Persons and the Brotherhood of Paternal Order of the Elks.
