1990 – Mrs. Barbara S. Williams, Heidelberg, West Germany

Mrs. Barbara S. Williams has distinguished herself by exceptional meritorious and loyal service to the U.S. Army, Europe, and the Heidelberg Military Community, West Germany from 1 June 1986 to 1 June 1989. Mrs. Williams was appointed by the Commander in Chief, U.S. Army, Europe, as the Army Community Service (ACS) Volunteer consultant. In this capacity she is the ACS Advisor on volunteer matters. During her tenure she traveled to numerous military communities for consultations concerning volunteer matters in ACS. Her primary responsibility is to present training on volunteer management. Her enthusiastic and common sense approach to the presentations always results in positive results. Her presence and program support has significantly impacted on the increased number of ACS volunteers in USAREUR and their skills.

Mrs. Williams demonstrated a keen awareness and sincere concern for the treatment and will being of all Army family members. She volunteered in the Information and Referral Center by answering telephones inquiries, greeting visitors, working in the lending closet, and providing other support as needed. She contributed over 5,000 hours of dedicated service in her 12 years as an ACS volunteer.
